GLOBAL POLICY

The Paris climate goals demand a rapid, just transition from fossil fuels to clean energy. We’re pushing governments to lead the way by adopting policies to end oil and gas production.

OVERVIEW OF WORK

In order to achieve climate goals, governments and other decision makers must support a just and equitable move away from fossil fuels. We are pushing for precedent-setting leadership from governments to put policies in place to manage the decline of oil and gas and ensure a just transition for fossil-fuel dependent workers and communities.

Building from a growing group of first mover governments, we are pressuring for increasing numbers of national and regional governments to end new licenses and permits for oil and gas production, and to develop plans to wind down their existing production over time.

Al Gore, in London for a meeting with British Chancellor Gordon Brown, said that President Clinton's failure to get Kyoto ratified was due mainly to the fact that many people in the US were then, and to a certain extent still are, in a state of denial about the severity of the crisis.

BP has announced that it is planning to spend $500 million to set up a biofuels research centre that will be attached to a major US or UK university. BP says the centre – which will be called the BP Energy Biosciences Institute – will focus on improving the efficiency of existing biofuels; developing new technology so that more of a crop can be used to make biofuels; and developing new high-energy species of plants.

But what does BP mean by “high-energy species of plants”? It means biotech plants. Last week, the US Biotechnology Industry Organization (BIO) announced that BP had

The dragon is thirsty. China's consumption of oil has risen exponentially in the past decade and by last year it was the largest oil importer after the US.
Slowly but surely China is buying up foreign oil and gas reserves to fuel its rapidly growing economy. In little under a year, Chinese firms have signed oil deals worth over $7 billion in Kazakhstan, Nigeria, Syria and Equatorial Guinea. Now they have ventured into Russia. China's state oil company has bought a £1.6bn Siberian oil field from TNK-BP, sealing access to Russia's huge reserves. Sinopec, also known as CNPC, defeated a

European politicians may talk up the progress they are making on climate change, however the biofuels sector is still struggling to meet targets. A new survey by Paris-based consortium Eurobserver, has found that EU production of biofuels in 2010 is projected to be just over half of the European commission’s target of 18m tonnes oil equivalent (Mtoe).

This briefing assesses Shell’s fossil fuel extraction plans in light of Shell's appeal of a Dutch court verdict requiring the company to take responsibility for its climate pollution. Our analysis shows that Shell continues to plan for levels of oil and gas production and investment that undermine the world’s chances of curtailing climate disaster.
