Report: U.S. crude exports increased nearly 600% from 2015 to 2020 after lifting of the crude export ban. This drove Permian oil production to increase 135% over the period.
Surge in oil production not driven by U.S. demand, but by exports to global markets. The U.S. exported 30% of crude oil production in 2020.
El Paso, TX — Oil Change International, Earthworks, and the Center for International Environmental Law today released the third chapter of the The Permian Basin Climate Bomb report series, centering on the relationship between the Permian’s rampant oil production, export markets and the massive buildout of pipelines and infrastructure.
The latest installment reveals that while Permian oil production grew 135% from 2015 to 2020, U.S. oil consumption was stagnant. The spread of pipelines, export terminals, tank farms and petrochemical facilities across the Gulf Coast intensified environmental injustice in the region, and was driven by oil, gas and petrochemical exports, not rising U.S. demand.
The report adds that while oil drives drilling and fracking in the Permian, the export boom is not confined to crude. Since the first U.S. LNG terminal started exporting in early 2016, U.S. exports of gas, which previously were mostly via pipeline to Canada and Mexico, have tripled. In 2020, the U.S. exported 16% of gas production. If the current crop of proposed LNG plants go ahead, this could grow substantially. The gas export boom is significantly driven by burgeoning supplies of cheap associated gas from the Permian Basin.
The report highlights several proposed export terminals facing community opposition, including the Sea Port Oil Terminal (SPOT) located near Surfside Beach, TX, the Texas Gulflink terminal near Jones Creek, TX, the Rio Grande LNG terminal near Brownsville, TX, and the Plaquemines LNG terminal near Ironton, LA.

NextDecade’s Rio Grande LNG is a ghost ship but a dangerous ghost ship. NextDecade has proposed a NEXT Carbon Solutions CCS/CCUS project to make its Rio Grande LNG project a net zero project.
Why a ghost ship? Check out NextDecade’s corporate website at https://www.next-decade.com/. It seems to have been abandoned around four months ago. Historically, it did a new Corporate Presentation every month or two. A week or so ago, it’s latest 08-02-2021 Corporate Presentation disappeared from its website.
NextDecade was incorporated in November 2010 but has never been able to put shovel to ground on any of its projects anywhere. It’s Pelican Bay LNG project and Galveston Bay LNG projects and its Inisfree FSRU MOU with the Irish Port of Cork are gone. In February 2020, it sold its Rio Bravo Pipeline project to Enbridge. As of January 2021, it had only its Rio Grande LNG project left so it created its NEXT Carbon Solutions CCS/CCUS project to make its Rio Grande LNG project a green ESG net zero project.
Which is why it’s still dangerous. On 11-17-2021, Rio Grande LNG submitted request for FERC to approve a “Limited Amendment” to the design of its LNG Terminal to make it compatible with the NEXT Carbon Solutions project. Instead of submitting the application under its usual CP16-454-000 FERC Docket Number it submitted the application under a new Docket Number: CP22-17-000. To hide it until the 12-20-2021 deadline for submitting Motions to Intervene and Public Comments on the Adjustment had passed. But we caught it.
Giving us a chance to kill the Adjustment. If enough groups and people submit Motions to Intervene and/or Public Comments before the 12-20-2021 deadline, we can sink the Adjustment or get FERC to do an Environmental Assessment on the Adjustment. Either way, we could sink the Rio Grande LNG project by Christmas or New Year’s which would likely topple the NEXT Carbon Solutions and Rio Bravo Pipeline project and NextDecade as well.
